Although the global property market is experiencing a general slowdown, the amount of investment taking place in KZN has been astounding. I have hosted three groups of international investors this month alone, all of whom are looking at massive developments in the province, in the country and a few venturing further afield to neighbouring African countries. South Africa is alive with possibility and we have so much to offer in terms of natural resources. In this newsletter, we’ve detailed the projects planned through TIK (Trade and Investment KwaZulu-Natal) as this is more specific to your investment at Simbithi or Blythedale.
An update on the land claim at Blythedale Coastal Resort is that we have had a number of successful meetings with the current farm owner, the community, the commissioner and ourselves (the developers). The Final Agreement is in the process of being drafted and we are hoping to have resolution by mid July!

Mauritius Budget Speech - Mauritian economy is steadfast. |

2008’s budget announced in June by Mauritian Minister of Finance, Dr Ramakrishna Sithanen, indicated that besides its easy-going, island lifestyle, this flourishing island nation also offers a sound and secure offshore investment opportunity in a stable and secure economy.
In the face of a global economic slowdown, Mauritius GDP has grown from 5.7% in 2007 to 6.2% in 2008. Inflation has come down to 8.8% in 2008 from 10.7% last year. VAT, corporate and income tax remain steady at 15%. Tourist arrivals increased to 906,971 visitors in 2007 from 788,276 visitors in 2006, a 15% growth year on year in high end tourist arrivals.
The Mauritian Rupee has also gained strength against leading global currencies like the pound and the euro.The government announced the introduction of their new strategic theme demonstrating their commitment to preserving the environment: Building an Attractive, Modern, Inclusive, Green and Open economy (AMIGO). Emphasis will be placed on a Greener Mauritius shifting away from expensive, imported fossil fuels to local renewable energy sources such as solar, wind and hydro power. As from July 1, an excise duty on hybrid vehicles will be halved.
Opening and operating a business in Mauritius will become increasingly user-friendly. Government aims to streamline and simplify the systems of business licensing to make compliance easier, less time consuming and less costly. The registration time for property has been cut from 210 days to 15 working days. The Bank of Mauritius Act will be amended to improve access to credit and allow the setting up of private credit information bureaus.
Increased spend on public infrastructure was announced and money has been set aside to improve air and sea transportation facilities, road networks and utilities. Construction of new roads and bridges is in the pipeline and bus lanes and a new harbour bridge is also planned. |

In the public sector, the provincial spatial economic development strategy launched in 2006 will effectively plough R160 million into targeted economic corridors in KZN and the North Coast is one of them! What does this mean for you, an investor?
Well, Dube Tradeport (DTP) at La Mercy is the flagship project for provincial government providing a massive logistics hub which will eventually handle one million tons of cargo opposed to the 39 000t currently being handled by Durban International. King Shaka International (KSIA), the state-of-the-art airport at the Tradeport, will expand in line with passenger demand to cater for 7,5 million passengers in the initial phases, attaining full capacity in 2015 and increasing to a colossal 25 million passengers by 2035.
Airport Update: There are currently 6 different area’s being worked on at the airport site seeing over 2100 contractors on site each day. Some 200 pieces of earth moving equipment has already moved over four million tons of earth!

Major projects such as these are set to boost the local economy and create job opportunities (one job for every nine visitors to the country). DTP will effectively bring the global economy to our front door! Agricultural export opportunities increases the scope for small scale farmers and other agricultural ventures and a supporting business park will attract a multitude of logistics and freight companies as well as provide warehousing and manufacturing facilities. Each of these sectors poses massive opportunities for both residential and commercial property investors.
With businesses moving north, the Ballito property market has already made a noticeable swing towards permanent residential accommodation although the accommodation for leisure market remains buoyant, thanks to our warm climate and beautiful beaches. There has been a marked surge in the demand for residential property with the average selling price in the area being R2,3 million. Simbithi Eco-Estate and Blythedale Coastal Resort continue to attract a lot of interest from those looking to follow the trend and move north.

eLan is privileged to have endangered species living on many of its developments. The Group has once again proven its dedication to protecting the environment by making application to the KZN Biodiversity Stewardship Programme. The Programme is a national initiative with Ezemvelo KZN Wildlife championing its implementation in KZN and gives private and communal landowners the opportunity to play an important role in the conservation of the country’s natural heritage. Through wildlife management actions we provide suitable habitats and protection to these animals.
Some examples of the red data mammals found in our areas include the Oribi, Samango Monkey, Blue Duiker, Cape Clawless Otter, Cerval and Spotted Necked Otter. Through attention to design and rehabilitation of each development’s natural habitats, these species will not be impacted upon; rather their habitats enhanced.
Blythedale Coastal Resort
All preparations in the planning on how to best manage the forests at Blythedale Coastal Resort have been done and the first phase of the Wildlife Management Plan is ready for implementation. This will include training and deployment of field rangers to patrol the forests, remove snares, record sightings of game and reduce some of the risks to this area. In conjunction to this, we will be embarking on a large scale alien plant eradication program.
